Merrill Hammond, aboard a passenger liner in the Indian Ocean, is returning to the small island of Caruba, the penal colony which he Governs. He desires his island home to be a place of more then just suffering and retribution so he invites fellow passenger Diana Bryce to stay there for a week. But the mysterious blonde has a plan of own and it seems few on the island can resists the charms of the female visitor.
